Outsourcing Services Guide
Knowledge Guides /How do you estimate the cost and duration of digital engineering outsourcing, and what should you prepare before requesting a quote?

Digital project costs and timelines depend on task boundaries, the quality of existing assets, interface count, verification depth, and deliverable ownership. They cannot be estimated solely as “one platform” or “a few pages.” Providing phase objectives, existing materials, the runtime environment, and acceptance methods is usually more useful than requesting an unconditional total price.
What must a requirement brief include for assessment?
- In one paragraph, describe who will use the result, the problem to solve, and the current obstacle, then list the key workflows that must work. An inventory of publicly shareable materials is sufficient. You need not send the complete project in the first discussion, and must not send classified data or data you are not authorized to share.
- Specify the deliverable form: report, model project, software, source code, deployment package, or a combination. State the target operating system, offline requirements, number of collaborating users, and existing tool versions to avoid discovering critical environment constraints only after the quote.
Which factors tend to increase workload?
- Unknown raw-data quality, unfrozen multi-system interfaces, restricted commercial-component licenses, and continually expanding acceptance conditions all affect estimates. Reused assets still require checks of versions, rights, and applicability; reuse does not mean cost-free integration.
- List licenses, compute resources, third-party services, hardware integration testing, and on-site support separately, specifying which party supplies each. Options are comparable only when their delivery scope and acceptance criteria are the same.
How can a pilot reduce uncertainty?
- Choose a representative minimal closed loop to verify that data, models, and interfaces are usable. A pilot should have its own acceptance criteria and record the system scales and complex operating conditions it does not yet cover.
- Make subsequent phases independently reviewable milestones. When scope changes, update inputs, deliverables, and timelines rather than implicitly including every new requirement in the original quote.
How should value for money and source-code delivery be understood?
- Evaluate value through reusable assets, communication cost, maintainability and acceptance results. The team's target ratios guide reuse assessment; budget and schedule depend on project scope.
- Source-code delivery must identify internally developed components, third-party libraries, data and media licenses, and the recipient's rights to modify and redistribute. Receiving a repository copy does not grant commercial licenses for all dependencies.
